Move Image Server API documents to separate document rather than chapter of Compute book

Users are having difficulty finding the Glance API on docs.openstack.org because it is an embedded section in a chapter in the Compute Admin Guide. This blueprint defines a plan to move the API Developer Guide into a separate project and separate "book" deliverable. The landing page for docs.openstack.org will also change to feature it to be more easily found.
