Create bug report for documentation team to look over, based on existing bug report that has DocImpact tag.
The idea is to use the existing python-based launchpadlib module and connect, look at each project on a regular basis (I'm thinkin this will need to run in cron on some system somewhere, long term), and then based on the bugs, per project, look for the tag and then create doc bugs based on that.
