Add Ceilometer Administrator Guide to OpenStack Manuals

Ceilometer does not have an Administrator Guide in OpenStack, which is also an identified gap by the TC for this project. The aim of this blueprint is to address this shortcoming.

The goal is to add a chapter into the relevant part of the OpenStack Manuals, where the admin guides for other projects are also provided: http://bit.ly/os-manuals-admin-guide

The RDO Quick Start Guide ( http://bit.ly/ceilometer-rdo-quickstart) will be the starting point. This guide will be used as a base material, the distribution specific parts will be removed. The format of this admin guide will follow the pattern of the currently existing ones.
