Release notes translation
For Mitaka release cycle, we have a new release notes tool "reno". It doesn't have translation feature, so it's hard for us to translate release notes.
This needs to work with reno team and infra team.

The translation resources is uploaded as a resouce within each project in Zanata, such as nova/releasenotes.
