Add redirections from /[release]/[language] to /[language] for all local languages Edit

As currently, there are less number of translated documents in local languages, there is just one landing page per language in the link format as http://docs.openstack.org/[language]/. But when end users try to visit http://docs.openstack.org//[release]/[language] for local documentations as English version http://docs.openstack.org/[release]/ (for example http://docs.openstack.org/mitaka/), they will hit '403 Forbidden' issue. To make it friendly to end users, redirection from /[release]/[language] to /[language] needs to be added.

Docs server will be migrated, and currently new migrated server can be checked through http://docs-beta.openstack.org/ . Since More number of landing pages would make more confusion and will increase management complexity, let's use 404 error page and redirect to docs.openstack.org . You can check 404 page now through http://docs-beta.openstack.org/zh_CN/mitaka and change of design is welcome for Docs project team contribution!
