Ocata: Zanata upgrade

Current Zanata version on translate.openstack.org is 3.7.3 (as 4 Nov 2016).

In Barcelona i18n meetup, we decided to upgrade Zanata from 3.7.3 to 3.9.6 with kind help from infrastructure team and Zanata development team.

This blueprint is for book-keeping purpose of Zanata upgrade progress with i18n-related activities.

[Steps]
1) Java 8 support on Xenial: https://review.openstack.org/#/c/294131/
2) Change from openstackid-dev to openstackid for translate-dev.openstack.org
3) translate-dev.openstack.org: update the server to xenial for java8s then change the zanata version [clarkb]
4) i18n team test period (November, early December)
5) deployment to translate.openstack.org
