Create I18n Contributor Guide
To facilitate translation effort, create I18n Contributor Guide, which have the contents about I18n team information, becoming a translator, using translation tools and so on.
* Publish to http://
* Keep simple and small as possible.
* Follow the standard strucuture of the other development projects.
* Not create some tools, have the minimal tox related files only.
* This is an only document in i18n repo.
If we need some other documents, we will be able to create a new repo
for documents like openstack/
* Plan to enable translation of this document.
But, we don't implement this feature at first until this document become stable.
* Plan to contain language team specific contents.
But, we don't implement this feature at first.
Also, we don't decide where thay are located.
