Support OCI image registry with authentication turned on
Current openstack-helm does not provide a way to pass docker registry credentials to kubernetes when using a registry that has authentication turned on. This BP proposes to update helm-toolkit to support passing credentials to kubernetes conditionally. A helm-toolkit function also needs to be added to create a registry secret for each chart based on the provided credentials in values.yaml and this helm-toolkit function should be leveraged in each chart for secret generation.
