OpenStack-Helm Monitoring
Provide a means to monitor the openstack-helm deployment, including: cluster level metrics, kubernetes api objects, node level metrics, etc. This should include a chart for Prometheus and the varying exporters associated with openstack-helm components (node level, kubernetes metrics, openstack, ceph, mariadb, etc)
