Add Rally Chart

Implement Rally as an app which provides a lightweight and portable CLI. This chart will provide configurable OpenStack service testing with each service having all of the available tests running as a default. Users can override which services get tested as well as which tests are run for each service.
In the future, rework the Rally chart to take advantage of the Rally API and it's full functionality.
