Add command line tools to openstack-helm

Most configuration management projects lack a unified command-line tool. The subsequent kolla-ansible project has been favored by many people for its clear and concise deployment. In contrast, I think the openstack-helm project has the advanntages of layout and work flow. If we add command-line tools to make deployment and maintenance more convenient, it will definitely make the openstack-helm project even more brilliant.
