Entry points + Watchdog based plugin loading

We need a way to allow loading of plugin through both entry point as well as using watchdog on a predefined directory where
we add new audits.

(praneshp): I hope that from our past meetings, we can agree that to provide an entrypoint based loading mechanism for audit/repair scripts, we've to compile the scripts with the package, which is probably not what we want. Please reopen this bp if you think we can do this another way.
