Replace tenant_id/user with project_id/user_id

oslo.context 4.1.0 has removed the deprecated field
'tenant' and nova unit test fail as it still expect
the 'tenant' field.

So we should removed the all "tenant/user " in Cyborg file, and replaced with project_id and user_id.
