Add support to alias config option names for smooth renaming/deprecation

There are many poor config option names in OpenStack, but they cannot be changed do to concerns over breaking existing configurations. Providing a mechanism to alias options (along with logging a warning when deprecated options are used), will allow a smooth migration to more user friendly configuration option names.
