Implement Multiple Vendor Support

The Powershell CLI should be able to support loading Vendor created extensions. Users should be able to easily move back and forth from one Openstack ServiceProvider to the next. All within the same session. Vendor Extension Authors should have facilities to help them create, register, and deploy extensions easily.
