Support Red Hat Derivatives as a Base OS

COI currently uses Ubuntu LTS as the base operating system/hypervisor. We have substantial ask to support Red Hat derivatives as well. Among other things, this means ensuring that Puppet code works well on both platforms and packaging code in RPM format inside a yum repo.
