You should checkout the openshift installer. I think this could be a great reference implementation to base the coi installer from:

oo-install is the wrapper for the openshift puppet module:

 I have a prototype of the tool implemented - https://github.com/pkilambi/COI-frontend . This is a bit dated, But the idea being it asks a few relevant questions and generates a yaml file that can be fed into the data model.
