Switch to New Graphite Module

The graphite module we're using is quite simplistic and better alternatives exist. Pradeep has been testing a version of a different module found here:

https://github.com/pkilambi/puppet-graphite

Which seems to be a much more flexible implementation. We should migrate to this module. Note that it may require an upgrade of our apache module as well.

The CiscoSystems/puppet-graphite havana-h1 branch has been populated with the new code. Initial testing indicates we'll need an updated apache module too, and we have some work to do to get rid of wgets in the code that won't work behind proxies or in no-net situations. There's a package resource conflict with python-twisted to be dealt with as well. We'll also want to make sure some of the usability enhancements we added to the old module carry over, such as:
