Merge N1k Support from N1k Branches

Deployment of Nexus 1000kv on KVM is possible for EFT customers today, but the Puppet code for doing that has been isolated in it's own branches during the EFT period to allow flexibility (and because not all of the necessary changes in OpenStack core components was available in an upstream release yet). It needs to be merged back into the COI mainline now that core component code has been upstreamed in Havana. There will likely need to be some refinements to the Puppet code in the process.
