Separate data and management traffic in Ceph

Current in COI deploys, Ceph storage nodes use a single interface. When there's a lot of storage traffic this can consume a lot of bandwidth, potentially starving management plane functions (RPC, etc). We would like for users to be able to specify multiple NICs or IP addresses to separate data and management traffic onto, and configure Ceph accordingly.
