Create Consent Page UI.
should have a text explaning the user something like this:
"A site identifying as $realm has asked us for confirmation that $user_open_id_url is your identity URL."
also render all sub views related to each openid available extension on authorization request (AX,SREG,PAPE,OAUTH)
ex: SREG ext will render all requested user attributes to exchange on authentication request.
and at bottom four authorization policy options: (trusted sites policies)
