Add power available as a filter to the filter scheduler

Add the following filter to filterscheduler table. Extend the usage of nova.scheduler.filters class such that the following filter can be used for instance placement:

1. PowerAvailableFilter – filters and allows all servers which have a certain % power consumption left to consume.
