Add "upgrade" feature in Open Stack to support online upgrade without disruptive

For a running production openstack environment, it's not easy to upgrade to new openstack version when it's relesaed, which is a very big concern for our customers right now.
My suggestion is add a new project or feature to supply non-disruptive upgrade to newer version.
It could be done on whole openstack infrastructure, or it could be done one specific project (nova, cinder, manila, etc).
What do you guys think ?
