Suppor KVM/QEMU as backend

Now nodepool use OpenStack as backend for deploy virtual machine. We can use clean KVM/QEMU for deploy virtual machines through libvirt. This solution will save more compute resource and time for deploy OpenStack enviroment. This can be achieved by creating a layer in Nodepool to work with python-libvirt for interaction with KVM/QEMU, while maintaining work with Openstack. The user will be able to use the OpenStack and clean KVM/QEMU (without OpenStack) hosts.
