Automate manuals translation management with Jenkins

Manuals translation is managed by www.transifex.com. Now the uploading and downloading are all done manually. We need to create Jenkins jobs to automatically upload/update the translation resources when manuals documents are added/updated. We need to create Jenkins jobs to automatically download, build and display the translation results regularly or when an event is triggered.
