OpenStack + Chef

Add Ability to set the region in 1 place, but still override each individually

Add a single ['openstack']['region'] attribute which the other individual service attributes utilise, such that adjusting this attribute will override all other region attributes, whilst still having the ability to invidually set the region attribute for the individual services.
