Add database slave_connection config option

Database slave_connection option should be added in openstack-chef cookbooks. The slave_connection is very useful option, when the openstack database is active-slave mode or active-active mode which need read/write spliting. According to openstack-dev email discussion(http://lists.openstack.org/pipermail/openstack-dev/2014-May/035264.html), many members are using galera cluster as openstack services database which is required splitting read and write sql query. The slave_connection option is to resolve this issue.
