Remove policy.json templates
We should remove the policy.json templates from the cookbooks, as they contain no templated variables. This would allow use of the policy.json files provided via the package, and decrease the need to sync them with upstream.
Looks like block-storage has some attribute to set some policy values. But, the rest of the file is (yet again) out of sync with the base.
