Install a real certificate that an organization may have

By default the openstack-dashboard cookbook ships with a self-signed certificate from a fake organization. It should be possible to use a real production certificate from your organization.
This blueprint should implement the ability to do this by having the cookbook download the real certificate, and its key, from a remote location designated by the consumer.
