Reimplement Ceph support with a more alive fork

https://github.com/ceph/ceph-cookbook has not been touched since 2015 and is not compatible with Chef 13 clients.

https://github.com/ceph/ceph-chef is more recently updated and in more of a position to receive updates for Chef 13.

The cookbooks should continue to ship Ceph functionality, if there exist community cookbooks to provide it.
