IP address movement for ovs bridges
For neutron ovs plugin. OpenStack use ovs bridges to manage network stream. And openvsitch, l3-agent recipes will create the bridges automatically, but will not move the ip address from interface to bridge. This will lead to the ip address in interface can not be accessed once it plugged to ovs bridge.
This BP is used to propose new recipes to handle move ip address from interfaces to corresponding bridges persistent.
