Add testing of openstack-identity_register LWRP

We should increase the chefspec testing of the openstack-identity_register LWRP. We should be testing to make sure the correct commands are being executed based on the inputs (https://github.com/sethvargo/chefspec#testing-lwrps).

We are currently making sure that the LWRP is part of the resource collection, and verifying the options passed in.
