Refactor Icehouse cookbooks to take advantage of Chef Sugar

Chef Sugar (https://github.com/sethvargo/chef-sugar) provides a number of useful helpers and utilities that should make the cookbooks easier to work with. Once we branch for Icehouse, we should look at refactoring the cookbooks to take advantage of it.
