Implement nova-lxd hypervisor driver support

A new container hypervisor, LXD is now available for various distros. LXD utilizes LXC as the underlying container-based virtualization mechanism. There is now available a nova plugin, nova-lxd, to support LXD-based hypervisors in an OpenStack cloud.

We intend to add the ability to deploy the nova-lxd driver via OpenStack-Ansible.
