Implement DVR networking in neutron

Since Juno, Neutron supports a concept called DVR, distributed virtual routing. This setup provides several advantages over more traditional network topology, including that east/west traffic does not need to flow through a central node.

We intend to enable openstack-ansible to deploy this topology in an automated way. This feature will be a run-time user option, and should not replace existing network topology entirely.
