MariaDB MaxScale Balancer for MariaDB Galera Cluster

Per the discussion starting at [ http://eavesdrop.openstack.org/irclogs/%23openstack-ansible/%23openstack-ansible.2017-06-12.log.html#t2017-06-12T15:53:41 ] between ekultails, evrardjp , and mgariepy, HAProxy does not distribute load balancing to all of the MariaDB Galera nodes. Instead, a single master is used. It would be more ideal to use the official MariaDB MaxScale load balancer to distribute MariaDB requests. One server should handle writes and the others can handle reads. This will help spread the load out to all of the servers and provide reliable load balancing. As long as there is quorum (an odd number of nodes), if a write node goes down then another master is automatically chosen.
