Generate a POT translation file and configure Launchpad to handle all translations

Once we are close to a release, we need to generate a POT language translation template file, upload it to launchpad, and configure launchpad to handle all of our translations. This should be one of our last tasks, since we need all the English locked down before our translation efforts begin.
