Color Clips

We need a screen that allows a user to create a solid color clip. It would let the user choose a color, and add a thumbnail to the File tree. Upon dropping the color clip on the timeline, the user should be able to resize it to any size. The most common use is a black clip, used in a "fade to black" usage.
