Make UTI into C#

Imre is busy working on his stuff, but he is doing it in C++ because he is in a hurry. I'd would like Jeko to make the universal apis to our physics engine and track interface in C# and move the code in that direction. Once moved to C#, it is easier to keep it there.

There are also some PhysX wrappers we could use:
