My [resources] can not select/change other user

Example "Read My requests" create "New" request from this form - only the user itself is to be assigned.
Similar - CRM - starting from "My Cases" I can not assign a different responsible
This is confusing.
* Either must be allowed or
* must give an help text or
* block the "select" icon
BTW Reading "My Requests" should open a Tab "My Requests"
