Can we make the ir_cron job optional up or down by setting server configuration file

My thoughts is that if we can turn on or off the cron job function in OpenObject Server. So that give an good opportunities for us that we can deploy more than one OpenObject Server on different machine, one could be the busienss system to server the user requests and another could be a batch job machine which can dedicate run the CPU/RAM consuming night batch job.
This could be a good option to make OpenObject distributed system.
