wizard create default access rules for missing values

currently (branch-server 1795 branch-addons 2329) there are a lot of warnings for missing access rules. (also for official modules)
init:object report.timesheet.task.user (report.timesheet.task.user) has no access rules!

I suggest a wizard which creates missing access rules
currently it is difficult to copy/paste the objects form the log into the form.

There will be a configuration Wizard available that will execute after each installation and check for the model which does not have any access rules, and ask for the access rules
