working time categories are currently allocated for each project.
currently it is not possible to have a full time and part time worker on the same project with a timesheet showing "correct" values in respect to the working contract.
working contracts and hours are mostly defined at user (or group) level
may be the working time for projects is necessary in some special cases - but IMHO do not reflect flexible working hours etc. which are common in real world business.
