The timesheet is link to an user but not an employee
Whereas Expenses and Holidays are link to an employee.
The HR user can create an employee, but not necessary an user.

seems normal to me. It's the users that work on OpenERP, not the employees.
Not for me ;), if only an HR user exists as user and all employes (eg mason, gardener) doesn't have an user account, how to add timesheet on different project (analytic analysis) and retrieve the total time tho made the payroll ?
