Chained move in draft state

For now we have three types of automatic moves: Manual, Automatic, Automatic no step... I think we can add another type 'Draft'. I think it will be convenient when warehouse worker for sure will forward goods to another location but not the same quantity as arrived.

Example: purchase central warehouse receive a 10 products A. They know they always send arriving products to few regional warehouses. So chained moves are very useful but they allows create chained move only for 10 products. Worker has no possibility to change quantity later on. He cannot even cancel and revert to draft chained move (It should be possible by the way). But anyway he could be able to set chained move in draft state. So when product A arrive a chained move is created and worker can change the quantity to 2 and duplicate move changing destination locations.
It should work in location settings and product settings in stock_location module.

Not big change, keeps consistency and makes fine improvement.
