separate packing numbers for different categories of stock moves

IMHO the numbering of pickings/packings should be more fine grained
the "Packing" sequence must be configurable to create separate sequences
* fiscal year (already available)
* for stock_picking.type (in, out ...)
* for stock journals - these may be attached to a stock location and should be valid for all stock locations in the tree below
this setup is necessary to create sequences without holes at different in-/outlets.
if not it is not (easily) possible to proof completenes of accounting
