Leave Requests Public Holidays

Allows to define public holidays per country with a value between 0.0 and 1.0
and to automatically define public holidays for Germany for a given year
When doing a holiday request:
- public holidays and weekend days are deducted from leave days taken
        depending on the working address of the employee applying for leave
- the deducted days (weekend days and public holidays) are listed in the text field 'reason'
