Improvement in automatic reconciliation wizard

* Currently, there's no tool tip to explain what is the purpose of the field "Power" on the automatic reconciliation wizard. It would be great to have some words to explain its use.
* Concerning the "Write-Off move" part, we have to fill in the required fields, even if we decide to not accept any write-off during the reconciliation. It would be better to have the possibility to choose to activate the write-off condition or not. Something like a check box: if the box "Write-off" is ticked, then we have to fill in the required fields for accounts, journal, etc, and if the box is not ticked, then these fields are not activated (in read-only, for example).
