In most cases of production of liquid or weight messured raw material the production is scaled up/down because of different batch sizes. Not all batches produced are at the same size.

BOM is usually made on a smaller size lets say 1 kg. If you look at the following BOM example:
100g A
200g B
300g C
400g D

That will make 1 kg, if we scale it up to 1000 kg. The result will be:
100000 g A
200000 g B
300000 g C
400000 g D

However it should really be changed into a better UOM since g is in the same group as kg or ton could be used if even larger. So it should really look like this:
100 kg A
200 kg B
300 kg C
400 kg D

This becomes even more interesting if you have mixed UOM in a BOM.

I would also recommend not to scale down a BOM, but only scale it up. The reason for this is that devision isn't handle that well because of float errors and so on.
