Instore Pickup shipping extension

Melbourne Joomla Day needs a new Shipping Extension for InStore Pickup because they are not delivering the T-Shirts they sell before the event.
1.) Create a new shipping Extension called InStore Shipping. There is no cost associated with it. Standard Zone allow and exclude rules still applies.
2.) Add an option to configure the language to be displayed in the Shipping Estimator in both the front end and the admin create order sections. Display "Instore Pickup" as the default language.
3.) Fulfiller Report must still work for goods using this shipping module.
4.) Throughout the reports (Reconcilliation etc. display the shipping as a zero value. i.e. 0.00)
